Core Team
The Core Team of the Great Shasta Rail Trail established the Great Shasta Rail Trail Association (GSRTA) to own and manage the proposed McCloud to Burney rail-trail. Working by consensus, the Core Team did the initial work necessary to acquire and manage the trail - applied for grants, negotiated with the land owner, planned trail management, recruited and managed the year-long efforts of the Planning Team and established relationships with adjoining land owners. The team worked from the group’s establishment in 2009 till the Great Shasta Rail Trail Association was formed in 2013. Core Team members joined the GSRTA Board of Directors, assuring continuity.
As of August 1, 2013 the Core Team consisted of individuals representing five non-profit organizations:
April Gray, McCloud Local-First Network
Jerry Harmon, McCloud Trail Association, a working group of McCloud Local-First Network
Ben Miles, Shasta Land Trust
Elizabeth Norton, Volcanic Legacy Community Partnership
Tina Peluso, Fall River Chamber of Commerce

The Planning Team was formed in 2012 to guide the development of a trail concept plan and related community engagement for the proposed Great Shasta Rail Trail. More than 30 organizations and individuals in the McCloud - Mt. Shasta - Burney - Redding region were invited to participate. All responded in the affirmative. Organized and lead by Barbara Rice of the National Park Service’s Rivers, Trails, and Conservation program, the team met monthly for a year, as well as worked on various focused committees. Their work culminated in the publishing of the “Trail Concept Plan”. Donna Boyd gathered the various reports of the group and wrote the document which was edited by members of the Core Team. The document guides the work of the GSRTA as it continues to develop the trail. It is found at https://www.greatshastarailtrail.org/trail-concept-plan.
